Does this happen when you try forcing delivery several times? In other
words, is is only the first attempt that fails? (If the far end is on a
slow link and is doing some verification that involves, say, a DNS
lookup that takes forever before accepting a message, you might get an
effect where after one timeout, the next attempt always succeeds because
the DNS data is now cached.)
