I can understand the desire for no more code bloat than needed, but
when you want to test if something can be used by a pipe, you want to see
if that user can execute it. I can't see a need for any of the others.
I'm not _too_ bothered (I only put the procmail check there out of
healthy paranoia after seeing sendmail set up to use procmail as a local
transport barf badly on machines that accidentally had no procmail), but
I can see a need for :x/program/to/run:
