Turns out your 100% correct!

1) It's NOT an exim problem
2) It's not at the other end

Turns out that our new firewall ( Fort Knox Policy Router Mod 3000 )
has a known problem with deliverability to some mailers ( known to them,
and after 8 hours of my life wasted, known to me too ). They are
working on it now ( the being internet devices ), and I have gone back
to my old firewall for the time being.

Now I get to call them and give them teh grief they have earned.
