Maybe I'm missing something but I think you're making this more difficult
than it has to be. Why not use the archive2.pl script as included with
Majordomo, tie it to the outgoing alias like above, and then set
restrict_post in the Majordomo config file to be
test-list:test-list-digest (if you have a digest)?

Then any posts from anyone not on the list are bounced to the owner for
approval. And since the archiver is attached to the outgoing alias,
nothing gets sent unless it passes majordomo's checks.
