If people feel strongly about this then they can configure exim to remove
the headers using various header hacking functions in exim.
If they are really brave they may even be able to do a "remove Bcc if the
current recipient is not in the bcc line" function.
Other than that exim appears to be doing the best thing by the RFCs so can
we just give this thread a decent burial....
