My prejudiced view....
Exim should have *nothing* to do with the content of messages including
the internal encoding - be it MIME or outer mongolian.
It would be nice to be able to detect this stuff in the exim filter,
however that really does require that the filter can act upon the body
content. Thats a pretty big change in what its doing. The only real
solution is to push the messages through an external filter. You can do
this at the transport stage. however a way to shove stuff from the system
filter into an external filter and act on the results would allow almost
anything to be done....
