69 is "unavailable" which often means the exec of the command failed.
What are the permissions on /usr/Bowler/seawifs_get.pl?

You could doing the delivery with debugging turned on, e.g.

exim -d9 Bowler@???
Subject: ....
etc.
.

That will give more information about the environment in which the pipe
is being run.
