[EXIM] retry issues (1.92 and 2.01)

I have a periodically connected machine (fixed IP, ISDN) that one of our
exim machines delivers to, the retry rule I have is

machine.liv.ac.uk  *           F,20d,1d

and exim is started with -q1h

Recently this machine was down for over 2 weeks and mail was timed out
after about 10 days, what have I done wrong here or is this a bug?

(during this time exim was upgraded from 1.92 to 2.01)
