The contents of all four sender_{host,net}_{accept,reject}_relay might
be useful.

DNS dnsname (helo name) [ip address]

So tip-mp8-ncs-13 is saying `HELO [36.173.0.189]' but its real IP
address is 36.173.0.156. Does no-one read the manual? They're both
in the range you're allowing relaying for, so why it's being denied
I don't know.

Ah, `host accept', not `net accept' - could that be it? That sounds
like it's basing it on the hostname not its IP address. What do your
sender_host_accept_relay and sender_host_reject_relay say?
