Of course not, the initiating MUA is quite likely to use SMTP.
BUT if the MTA doesn't find any Received: headers, it should
assume that it is the first MTA to handle the message.

'Initial MTA' -DOES- mean something. But since the Message-Id
header is optional, it's a moot point.
