Unless someone comes forward saying that they _want_ this to be
allowed (e.g. for the some "Obfuscated Exim" contest :), I'd say
forbidding is a reasonable action.

If I had strange problems like the ones that result from the exim
macros, I'd go looking at the logs for help. Of course, not being
able to start up exim at all would make me look at the logs even
earlier :)
