Did you run
vacation -I
to initialize the vacation database as specified in the manual for
vacation?
I also think that you would do better using the vacation utility built
into exim.

if (personel alias ray)
vacation
subject "Ray is on vacation [$h_subject:]
endif
might be better than using the original BSD vacation program.
