This isn't really an exim issue.

There used to be a number of anonymous remailers around - and thats pretty
much what you want. Alternatively you could write a large proportion of
this in a procmail script. You should be able to write all of it in a
perl script - use the basic Mail modules which do 95% of the work.

If you want reply capability you really need one of the old remailer
programs.

A better solution might well be to use a web page to submit the data.  
Have the submit script check for common leakage of personal information, 
and give the submitter a final chance to re-edit to remove them....    
This also prevents extras like signatures etc leaking in.


If you *really* want it anonymous you need to contract someone to do it
who is not under direct management control of the people that the data is
going to (and not their brother-in-law...) so that leaning on someone to
get the originator data is more than just a question of mentioning the
sys-admin's impending performance review :-) [without intending to impune
those working there]
