Yes. I and many others use it. You can either use it as a sendmail drop
in (which works just fine), or use some features of exim not practically
available in sendmail (like setting up a specific director for mailing
lists, etc) But there is no need to actually do that.

The one think that I *strongly recommend* is that if you are using
bulk_mailer with majordomo and sendmail, don't use it with exim. Exim
is smart enough about multiple deliveries and resources and parallelizeing
that bulk_mailer is not needed. Given the reliability problems of
bulk_mailer, it is good to just get rid of it.

Yes. Exim has a wealth of relay setting and restricting options that
allow you to configure exactly what you describe very easily.
