[EXIM] :defer: not at SMTP level

Asunto: [EXIM] :defer: not at SMTP level
I've recently upgraded from exim 1.82 to exim 1.92 and noticed the new
:defer: feature in the aliasfile director. However, it does not
appear to apply at the SMTP level, or am I doing something wrong?

MAIL FROM:<dom@???>
250 <dom@???> is syntactically correct
RCPT TO:<milkman@???>
250 <milkman@???> is syntactically correct

I would have expected to have seen some form of 400-type error emanate
after the RCPT TO:. Am I doing anything very strange, or is tis the
way that it's supposed to work?
