You may want to set up a domainlist router just in front of the
lookuphost router:

domainlist:
domains = *
except_domains = $local_domains
driver = domainlist
transport = remote_smtp
route_file = /etc/exim/paths-smtp
search_type = partial1-lsearch

And the paths-smtp file may look like this:

pic.cid-net.de        wels.cid-net.de    bydns_a
*.pic.cid-net.de    wels.cid-net.de    bydns_a
