With what error message ?
Have you run exim in debugging mode to get more information ?
If it is refusing to relay then you probably don't have the address/MX
records right since the case you quote is not relaying.
My exim server have relaying turned off but quite happily forward mail
out to external addresses derived from aliasfiles.
