[EXIM] rewrite rules

I'm not sure about this can anyone confirm if its is possible
to use the global rewrite rule definitions in spicific cases only as
defined by the routers, directos, and transport sectionns of the
config file.

I was a rewrite rule to be used in only one of my routers, i.e. the
one that sends things off to an internet transport so it could be done
in the transport rather than the router definition.
