Indeed.

NO !!!

That means "is 39.178.203.192 in the RBL" ...
As it happens, all of (I think) 39.* is ...

HOWEVER: that is for the wrong reason ...

Err -- using incorrect input data, you happen to get the correct results
(192.203.178.39 is blocked, but 192.203.178.40 is not), and deduce it's broken!

I can't parse that, but I think the answer is "no".
