As far as exim or any decent MTA is concerned, MIME stuff including the
MIME headers is just part of the DATA that gets transmitted. Exim doesn't
know and doesn't care and just data through.
Something else is (mis)generating the messages you concerned about. It
is probably something near the sender. (Either their client, or something
called by their client).
