Your question cannot be answered without further details. *How* did it
block? What was logged in the reject log? If you are running Exim 1.90,
have you tried testing with the -bh option? What is the Win95 domain
name/IP address? What is in /etc/mail/block/reject? What was the sender
address? Etc., etc.,...
