Determining an appropriate delivery-user id can get complicated
when delivering to virtual users in virtual domains...

That depends on how they are creating them. Most mail user agents
that support creating IMAP mailboxes don't support -any- ACL
manipulation; but there is nothing to prevent anyone from using
cyradm or another cyrus-aware tool.
