Subject: [EXIM] how to deal with frozen queue entries from command line?

our mail server isn't running X11, so I can't use eximon. Even then,
our firewall would stop X11.

how can I unfreeze messages, bounce them etc without eximon... short
of editing the spooled files (!ouch!)?

all the manual entries I've seen refer to eximon.
