In Exim 1.82, it is difficult to test out the system-wide message filter
since any occurence of $recipients causes an error:
Filter error: Failed to expand "$recipients" [...]: unknown variable: recipients
Is there any way to tell '-bf' that a system filter is being tested? If not,
will the next release allow this?
