The additional headers and footers could be stored as per recipient
data fields along with the envelope information used be the queue
runner and added on the fly to the appropriate messages during
delivery. i.e. if there are individual versions of headers , or
footers, they could be inserted or appeneded at delivery time to
save the need to duplicate the body of the message as a seperate
message per a recipient in the queue. I only suggest this as
exim already keeps track of who has and who has not yet received a
copy of a message with multiple recipients.
