which reveals who the recipient *at final delivery time* is.

You are asking to have data added on a per recipient basis to a header which
is written into the queue file.
exim has the model of having a *single* copy of the message in the queue,
shared for all recipients.
If you want to go for a "per recipient" copy, then use qmail rather than exim.
