[EXIM] Remote host = local host

This one continues to perplex:

Getting messages that say:
remote host address is the local host.

If I'm user evan on foo.bar.com and I send mail to user@??? I get
the above message; if I mail to user@??? it gets delivered properly.
Is this exim or DNS?
