[EXIM] queue_smtp_except ?

Would it be possible to have a queue_remote_except equivalent for queue_smtp
mode? Or is there a fiendish reason why this isn't implemented?

(There is no mention of queue_smtp_except in spec.txt, and exim complains if
you try to insert on in the config file)
