It's the system filter. It won't see $local_part or $domain in there. A
message may have many recipients, so many local parts and domains, but
the system filter is run only once. Consequently it can't set
$local_part and $domain.

You do have $recipients available to you in the system filter. This
contains a list of all the recipients of the message.
