I'm afraid it doesn't work like that. Sender_host_reject is followed by
a host-list, whose format is defined in section 7.14 of the latest spec.
A host list is a domain list (section 7.11) with some extensions.

There isn't at present the facility of inserting a file name and having
it read through the file as though it were in-line text.
