Yes. Our Exim configuration contains

sender_reject_recipients = "@@lsearch*;/etc/mail/exim/sender_reject_bydomain"

but of course it could equally well be a DBM file. The file contains
lines like this

*                               YES!:BELIEVE.IT!: ...many more
freehold.org                    *
cyberfun.ca                     guy:>*
cyberway.com.sg                 ^[0-9]+$:>*
