I too was slightly confused about this for a while. Once I'd sussed it
out, I put big comments in my "configure" file like this:
######################################################################
# TRANPORTS CONFIGURATION #
######################################################################
# ORDER DOES NOT MATTER. #
# Only one appropriate transport is called for each delivery. #
######################################################################
[blah]
######################################################################
# DIRECTORS CONFIGURATION #
# I.E. "How to handle internal mail" #
######################################################################
# ORDER DOES MATTER. #
# message is passed to each in turn until it is accepted #
######################################################################
[blah]
######################################################################
# ROUTERS CONFIGURATION #
# I.E. "How to handle external email" #
######################################################################
[etc]
