Solved it!

Those single quotes are part of the address that was sent! So it is
looking for a domain whose name is
comsat.com'
Single quotes are not special characters in mail addresses. (A legitmate
address is O'Neil@???, for example). This particular problem
would have been clearer if Exim had displayed the address better. I will
change it so that in future it will say
1997-10-02 18:01:21 refused relay (host accept) to <'Tom.Dobyns@???'>
which might help....
