It would certainly be possible to add something in the system filter file,
or rather better a transport filter file.
However it would be a stupid thing to do. Even sendmail no longer
supports Return-receipt-to:, and it has never been a standard (in the
sense of it appears in no RFC).
If you want delivery notification it should be done in the MUA using the
MDN stuff that appears in a recent RFC.
