It's documented in the NewStuff file in 1.651. I haven't tried 653 yet.
I now use the following.
sender_reject_recipients = @@partial0-lsearch;/etc/exim/rejects
sender_host_reject = @@partial0-lsearch;/etc/exim/rejects
rejects contains lines like the following.
*: ^\d{8}$
aol.com: ^[0-9]+$
1-500-fingers.com: *
1stamend.com: *
2020nuvision.com: *
mci2000.com: lightning500 : >*
hotmail.com: rd_enterprise : >*
