Some time ago I asked Philip Hazel whether Exim provided a mechanism for
setting up lists with restricted access, i.e. only a certain set of
addresses should be allowed to send mail to the list. Philip said that
such a facility did not currently exist but that it was already on his
wish list as other people had already asked for it.

I have since written a simple script which does what I want. It checks
for the sender address against a file called listname.auth. If the sender
is authorised then the message is resent to the list listname.members with
the To field changed to "Multiple recipients of list ..." and with the
sender listname-request. If the sender is not authorized then the message
is returned to the sender with a suitable message and also forwarded to
the list's owner who might decide to send it back to the list, i.e. act as
a moderator.

If any one would like a copy of what I have done just let me know. (There
is a shell script version and a Perl version.) It was quite easy to do (a
tribute to Exim's flexibility) and for that reason I was reluctant to send
a message about it to this list, but a colleague persuaded me that I
should do so.
