The system filter would seem to be the only way at present. I've made a
note to think about alternatives. In the next version of Exim I have
already implemented the converse, sender_reject_except, which allows you
to do things like
sender_reject_recpients = *@spam.com
sender_reject_except = postmaster@*
It would seem that something similar for recipients might be useful.
