Maybe when choplist interfaces to Exim better (it tends to drop email
addresses currently), a solution would be to explode your list via choplist
(assuming you are using Smartlist), which would create hundreds of copies
of a message, each with a group of email addresses from the same domain
name.
With hundreds of messages, they would all tend to get routed and known by
the retry database. And then when a connection was made, it should scan
the others in the queue, and send those.
