I suppose you might be thinking of RFC 1034 (section 3.5, etc.) but for
the purposes of mail it should be sufficient to quote RFC 822, section
3.4.7, which spells out which syntactical items have significant case.
This doesn't include domains, except for the contents of domain litterals.
[And insofar as the latter are used for dotted quads, they don't have
letters in anyway. I suppose this may change with IPv6 :-).]
This doesn't rule out having a prefered case for readability, of course.
