FreeBSD does, I don't know about BSDi. I think they do too.

However, sun has produced a nearly infinite stream of lockd's that it
is almost impossible to interoperate with them successfully :-(. It
is a hard problem with all kinds of nasty races in it, so I'm told.

Basically, you can't reliably lock a file on an NFS mounted system. :-(
