system-wide filter

Is the new system-wide filter useful to process mail for people who
have left? Right now I use the per-user filter facility with the
vacation option. Can a system-wide filter also use vacation? I guess
the problem would be that a seperate database is needed for each of
the users (.vacation.dir, etc.).
