Pre-announcement

I had hoped to release Exim 0.43 today, as it is my birthday, but I
regret that I haven't quite made it. The code is ready, and has been
running on a couple of systems here for a few days, but I have not been
able to complete the documentation in time. It's pretty close though, so
expect something on Monday or Tuesday.
