A "recipient error 554" is an SMTP response. Your server is not
generating a bounce, it is telling the sending system of an error.

The sending system might generate a bounce as a result, bur this
is not under your control.

If you want your Exim to mail your postmaster for any of the
many cases where an error is generated, you'll need to code specific
tests in your config. Some cases may not be possible.
