There is no point in attempting delivery to additional IPs for the same MTA if
a message has been rejected. The additional IPs should be used only to recover
from a connection failure.

Had a situation in which Yahoo decided to block email from a sending IP
address. Message:

Messages from XXX.XXX.XXX.XXX temporarily deferred due to unexpected volume or
user complaints - 4.16.55.1; see https://postmaster.yahooinc.com/error-codes

When this occurs, exim tries a total of five of the dozen or so IP addresses in
the MX record for Yahoo (and AOL, Verizon etc.) with no delay in between before
delaying its next attempt. All of these additional attempts result in a
rejected message. And this will repeat for 5*thousands of addresses on a
mailing list for the duration of the retry schedule unless there is human
intervention, creating a very large log file in the process and making it
difficult to convince Yahoo the sending IP is behaving.
