I agree it's a regression, but I don't think it's Exim's fault.
I think you should open a bug against the library; if there are restrictions
on the memory that can be indicated to the library then the users of the
library (the applications) *really* need to know - or they will pass
inappropriate (in this case, non-free()-able) memory in).
