The description of dkim_sign_headers in spec.txt chapter 57.2 refers to RFC4871
which is obsoleted by RFC6376.
The list of Recommended Signature Content (section 5.5 -> 5.4.1) is not
trivially the same in the two RFCs.

Further, the SHOULD in RFC4871 is not present in RFC6376.
As has been pointed out in the mailop list

RFC4871 says these headers SHOULD be used *if they are present in the message
being signed* whereas the default exim config is to *always* sign these
headers.
