The doc paragraph in question was added by me in commit 6b8e6cb23c. As the
commit message makes slightly clearer, it was my _intent_ to note that
specifying a file would always send, but not say anything about the directory
form.
But we have to deal with reality, rather than intent, and what I wrote implies
more.
How about "What is sent when a directory is specified currently depends upon
the TLS library, and is subject to change in a future Exim release." ?
