The mail is accepted if I set:
NO_CHECK_DATA_VERIFY_HEADER_SYNTAX='true'
This confirms that it is caused by Exim header syntax verification.
It seems that the Exim header syntax verification code does not allow an email
address which is allowed by RFC 3834.
