The patch I submitted is a workaround if you want Exim to natively handle
quotes using pre-compressed data sizes. (message size + NL counter). It was
suggested that the patch/option not use shared memory for the counters, but I
did not have the cycles to hunt down what would of been more acceptable.
The ultimate workaround for me was to use Dovecot LDA + ZLib. Dovecot will use
the original message sizes to calculate against the maildir quotas.
