'-bt' won't actually call transports; it simply verifies whether or not
a message is routable. In this case it is.

As you assert, testing a delivery with an actual message is required
here to see what's going on.

There have been a few bugs in the past regarding quota handling in
Maildirs - however the OP wrote:

In the config, what is the VIRTUAL_MAILDIR macro set to? If that's
trying to do some fancy subfoldering, you could be hitting
https://bugs.exim.org/show_bug.cgi?id=1481 (which contains a
configuration solution).

Notably, the issue is *not* with the split configuration per se, so I
think we can stop discussing that now :)
